Warned but Didn't Acted

Conred was alerted in time, but didn't evacuate

In Guatemala Exists the Coordinadora para la Reducción de Desastres (Conred) The National Coordination for Disaster Reduction in english, is a government agency created to prevent any disaster or reduce the impact of disaster to society.
The Insivumeh (The National Institute for Seismology,Volcanology, Meteorology and Hydrology) the Guatemalan scientific agency was monitoring the Fuego Volcano, and since 06:00 on June 3rd released a bulletin warning Conred about the pyroclastic flows and the imminent eruption in the volcano.

There are two perspectives to this topic. According to Conred, they weren´t warned in time, and when the eruption occurred they had little time to warn the villagers that lived around the volcano.

On the other side of the coin, Insivumeh said that they released notices since 06:00 hours already alerting the activity of the volcano and recommended that the villages that were nearby should be evacuated to prevent a tragedy.
